Analysis of Strategic Issues derived from the Constitutional Reform on Telecommunications

And Broadcasting as well as from its Secondary Legislation

This document presents some of the most relevant and controversial issues contained in the Constitutional Reform on elecommunications and Broadcasting; as well as in the Secondary Legislation Initiative recently proposed to the Senate. Its main purpose is to enrich the discussion that will be carried out by the legislative branch through an analysis of the provisions in the light of international experience and the current situation of the regulated sectors.

This document serves as a reference so that legislators can analyze in full extent each of the essential elements presented in the initiative, in a way that they can incorporate the most adequate trends for the Mexican market, according to their specific needs, and in accordance with best international practices. The efficient configuration of this new convergent regulatory framework for telecommunications and broadcasting has the potential to improve well-being, not only for users of regulated services, but for the nation as a whole.
