Regulatory agenda for the promotion and development of the ICT sector

And digital inclusion in Mexico

The main goal of this document is to develop a factual analysis that quantifies the expected results in terms of employment, production, health, education, economic growth and general welfare, resulting from a national effort to increase connectivity and expand IT equipment in Mexican society.

To achieve this, a model of econometric analysis and international benchmarking is developed, showing, according to the structural conditions of the Mexican society and the international experiences, the various effects derived from the increase of the connectivity in 10 percentage points. That is, rising from its initial level at the beginning of 2009 (approximately 7 percent), to one of 17 percent.

The latter scenario results from exemplifying a fulfillment of the several government objectives established in this administration’s National Development Plan and National Connectivity Plan which recognize this national necessity and highlight the importance of its accomplishment.

This demonstrates the need to design and effectively implement a Digital Agenda in our country based, between other measures as seen after a comparative of countries that after the applications of an Agenda have seen the benefits that Mexico could have.
